CORE3 is the global self-regulatory risk intelligence platform that delivers a standardized Probability of Loss (PoL) risk metric.
It was rooted in CER.live security ranking platform and in Q2 2026, CER.live is being migrated into CORE3, introducing Probability of Loss (PoL) digital asset risk scoring framework. The rationale behind this transition is clear: CER.live’s security-only focus limited our ability to introduce broader best practices and industry standards, and to meaningfully raise the bar for risk assessment in the market.
Probability of Loss (PoL) is CORE3’s unbiased, shared, and data-driven metric that reflects a project’s risk exposure on a scale from 0 (Exceptional) to 100 (Critical risk).
Alongside with probability of loss, CORE3 introduces unbiased expert project reviews, Proof of Opinion (PoO) that adds qualitative context to the neutral, machine-readable data provided by the PoL metric.
CORE3 consolidates and extends CER.live’s existing evaluation methodologies into a single, broader, and forward-looking risk system, while maintaining full continuity of security data. As part of this evolution, the CER.live brand transitions into CORE3, with historical data, scoring continuity, and data pipelines remaining intact.
CORE3 acts as the risk standard layer for Web3, transforming fragmented signals across different types of crypto-market entities into a single, comparable risk index (PoL). This enables institutions, builders, and market participants to operate with confidence using a shared risk language.

Not a ratings agency

CORE3 does not issue subjective ratings or endorsements based on commercial relationships.

Not a security dashboard

CORE3 goes far beyond single-axis security views into full-spectrum risk intelligence.
CORE3 is an industry-led risk standard layer—measurable, shared, comparable, and operational across projects, exchanges, and entire ecosystems.

The problem: crypto lacks a unified risk language

The crypto market currently has no standardized way to assess, compare, or communicate risk across entities.
Current state:
  • Risk is fragmented across audits, incident writeups, TVL charts, reserves attestations, governance forums, and social sentiment.
  • Institutions can’t operationalize risk consistently.
  • With $20k in capital the malicious party can rug $50-200k out of crypto economy.
  • Considering all the credibility metrics are easily gamed, the builders can’t prove credibility in a standardized way.
  • Retail users can’t compare risk without falling into biased narrative traps.
CORE3 solves this through standardization, comparability, and operationalization of Web3 risk — providing a crypto risk assessment framework that works across the entire market.
